VANCOUVER - A father, mother and five-year-old daughter have been confirmed as three of the 11 victims killed in a vehicle ramming at a festival in Vancouver on Saturday.

Toan Le says his brother Richard Le, his sister-in-law Linh Hoang and his five-year-old niece Katie Le were killed while attending the Lapu Lapu Day festival.

Le says the family leaves behind their 16-year-old son who didn't go to the event on Saturday.
